Korea attended the 52nd IAEA General Conference and 3rd GNEP Executive Committee Ministerial Meeting

The Korean Delegation headed by Dr. Jong Ku Park, the Vice Minister of Education, Science and Technology(MEST) of Korea, attended the 52nd General Conference of the IAEA in Vienna, Austria and the 3rd Executive Committee Ministerial Meeting of GNEP in Paris, France.

At the conference, ministerial level officials and experts from 149 countries gathered together to discuss and share common goals of the international nuclear communities, including anti-proliferation, nuclear safety and research and development programs.

 

The Korea Delegation was comprised of high level officials, managers and experts from the Ministry of Education, Science and Technology, Ministry of Foreign Affairs and Trade, Korea Atomic Energy Research Institute, Korea Institute of Nuclear Safety, Korea Institute of Nuclear Nonproliferation and Control, Korea Hydro and Nuclear Power Co. Ltd, Korea Power Engineering Co. Inc and Doosan Heavy Industries and Construction Co. Ltd. participated in the General Conference and the scientific fora.

In addition, Dr. Park held meetings with deputy directors general and the head delegate of Kazakhstan on the side lines of the Conference to strengthen the multilateral and bilateral cooperation with the IAEA and Kazakhstan in nuclear R&D and trade. During the Conference, delegates from Korea discussed and expressed views on future nuclear development, medicine, safety and radiological protection at the sub-fora and technical sessions.

Dr. Park made his key-note speech stressing that the nuclear energy has to play greater role in mitigating global warming and solving energy crisis. He emphasized national intention to secure nonproliferation and nuclear transparency. Endeavor to adhere strictly to Integrated Safeguards from July 2008 was also pointed out. Introducing current nuclear power plants operation and future construction plans in Korea, he expressed his willingness to share Korea's experiences and technologies, which accumulated during its 30 years history, with IAEA member countries and to provide international training courses on nuclear safety at the International Safety School in the Korea Institute of Nuclear Safety(KINS). On the issue of DPRK nuclear program, he requested continuous support from member countries for the DPRK's denuclearization.

During the bilateral discussion with the chairman of Kazakhstan Atomic Energy Committee, ideas on export of the Korean SMART to Kazakhstan and collaboration in the area of nuclear medicine were exchanged. SMART is a nuclear reactor developed solely by KAERI that can offer electricity to a city of around 100,000 people and fresh water from the sea water. It is expected to be built in Middle East and Central Asian region.

Jonggu Park held a opening ceremony at the 12th Nuclear Technology Exhibition before around 50 people, including the secretary general and personnel from IAEA and representatives from member countries on the 30th of September. The exhibition was held with emphasis on nuclear safety under the theme; 'Promise for Tomorrow, Together in Safety', which demonstrated ROK's high standard nuclear safety regulatory practices. Also a START(nuclear GPS system) and models of SMART were showcased for participants and audience of the Conference.

After the general meeting of IAEA, Jonggu Park attended the 3rd ministerial level GNEP Executive Committee meeting that was held on the 1st of October in Paris, France. Representatives from 21 member countries, such as USA, Russia, Japan, China and European countries joined together to discuss about international support for building infrastructure and sustainable nuclear fuel service to foster peaceful use of nuclear energy. Also, the committee adopted a joint statement that member states would encourage peaceful use of nuclear energy to stave off global warming and provide sustainable energy demand in the world.
